      1. INTRODUCTION

      In Regulation 1182, Schedule 1 (c) and(d) of the new EIA Regulations and in Part 4 of the National EnvironmentalManagement Act (Act 107
      of 1998), transportation and the constructionand upgrading of transportation routes are identified as listed activities.

      According to the above-mentioned legislation,no person will be allowed to undertake a listed activity without writtenauthorization of the
      Minister, a competent authority, a localauthority or an officer. Authorization will be issued after reports compliedaccording to the new EIA
      process concerning the possible impactsof the proposed activity are considered.

      Bokamoso Landscape Architects and EnvironmentalConsultants was appointed by Nyeleti Consulting Engineers to prepare theapplicable
      environmental scoping report for thePreliminary Design of Road 2382 between Road K220 and the K54 (Refer toAnnexure A for Application
      Form, Annexure B for Pre-applicationChecklist and Annexure C for Declaration of Interest form). The above-mentionedroad is in the
      Preliminary Design Phase of Road Planning(Refer to Annexure D for the Document compiled by Nyeleti Consulting).In accordance with the
      Agreement between Gautrans and GDACE,a Scoping Report should be compiled.

      A Plan of Study for Scoping was submittedto GDACE on 5 July 2004. A letter of approval was received on 25 August2004 and is included as
      Annexure E of this report.

      Nyeleti Consulting prepared their preliminarydesign drawings for the report and the public participation process aftera land survey of the study
      area was performed.
